The honorable mission charged with hosting the next World Petroleum Congress is obtained by applicant country by secret vote of the member countries national committees at the annual meeting of the World Petroleum Council. Applications for the 21st Congress hosting were presented by National Committees of Colombia, U.S. and Russia. During 2010, representatives of these national committees campaigned, lobbying their applications, conducted meetings with representatives of other national committees and acquainted members of the World Petroleum Council Executive Committee with the proposed Congress venue. Certainly, it was a contest of worthy proposals, and the competition for the right to host the Congress developed in atmosphere of great mutual respect, as the World Petroleum Council is one big happy family. But only one country could be selected, and according to World Petroleum Council decision, adopted on 21st October 2010 at Beijing (China) Council meeting, it was Russia.
In accordance with the World Petroleum Council regulations and the Memorandum of Understanding, establishing the right of Russia to host the 21st World Petroleum Congress and assigning responsibilities for preparation and hosting of the Congress between the World Petroleum Council and the Russian National Committee, was signed on March 2011 in Moscow. The Memorandum signing ceremony was planned to coincide with the two-day I Russian Oil & Gas Forum at the World Trade Center in Moscow.
The 21st World Petroleum Congress preparation activities started by the solemn transfer of the Congress Symbol during the closing ceremony of the 20th World Petroleum Congress in Doha (Qatar). The Congress Symbol was inaugurated by Qatar Minister of Energy H.E. Dr. Mohammed bin Saleh Al-Sada to Minister of Energy of Russian Federation, Mr. Sergey Shmatko. The 20th Congress closing ceremony ended with a colorful performance of a Russian folklore dance ensemble.
The 21st World Petroleum Congress will be held in Moscow (Russia) from 15 to 19 June 2014.
